Leave exposure without approaching or documenting the unrest
Follow current instructions from police, civil-protection, transport, accommodation or other responsible local authorities. Do not approach to watch, film or publish locations; do not argue with participants or officers, cross a cordon, retrieve property from a closed area or use a map suggestion to bypass a restriction. Verify the exact place, restriction and next update
Write down the affected district, your current safe location, local time and the authority responsible for each instruction. Check the authority's own channel, accommodation staff and the carrier controlling the next segment rather than forwarding an unverified post, voice note, crowd map or claimed evacuation message. Establish whether a curfew, shelter instruction, road closure, station closure or border measure applies to your exact location, direction and time. Treat every expiry time as provisional until the authority confirms it. Never invent an exemption or assume a foreign passport, ticket, hotel booking, taxi or consular registration permits movement through a restriction.
Keep emergency, consular and practical help independent
Save the local emergency number, accommodation or site contact, your own foreign ministry's current travel-advice page and your embassy or consulate's independently opened details. The European Commission explains the conditions under which an unrepresented EU citizen may seek help from another EU country's embassy or consulate, including in a crisis, but assistance depends on the circumstances and does not guarantee extraction, payment or a particular outcome. Ask what help is actually available; do not trust strangers requesting identity documents, live location or payment for a place on an unofficial convoy. Preserve documents privately and share only what a verified authority needs.
Rebuild only a verified permitted itinerary
Ask each responsible operator whether the airport, station, port, road, accommodation and booked service are operating and reachable under current restrictions. Obtain one accepted next step for every traveler, bag, medicine, accessibility need and overnight stop. Check every newly added transit or destination country separately. Keep passenger-rights, insurer, employer, tour-organizer and accommodation records distinct; unrest does not by itself prove who must reroute, refund, house or pay. Do not buy a speculative route because an app sells it, and do not travel toward a gathering or closed district to catch a booking. Reconfirm immediately before permitted departure.
Measure only the remaining ordinary data need
After a safe place and permitted itinerary are confirmed, list limited non-critical tasks such as opening verified operator updates, saving revised tickets, messaging confirmed accommodation and modest map use on an open route. Subtract working home roaming, trusted Wi-Fi, offline files and in-person help. Check each confirmed country, exact activation trigger, validity, allowance and the unlocked compatible phone. Stop if the actual need is safety, official alerts, emergency calling, SMS, a local number, consular or legal help, evacuation, transport authority or guaranteed signal.
