The short answer
A GPS-capable phone may determine its position without mobile data, but that does not make every map or navigation function available offline. The result depends on the exact hardware, location permission, downloaded area, app, transport mode and full route. Download the intended map, disable Wi-Fi and cellular data, then test the real journey before departure. If every essential task passes, navigation alone is not a reason to buy an eSIM. If a necessary ordinary online map task fails, verify the phone and exact live plan; no current curated offer includes carrier calls, SMS or hotspot.
Check whether the exact phone can determine position without data
Google says Android Location Accuracy can combine GPS, Wi-Fi, cellular signals and device sensors. When that service is off, available GPS and device sensors can still be used, but location availability or accuracy may change; Google also notes that some devices do not have GPS. This supports a conditional test, not a universal claim that every Android phone works offline.
Apple says Location Services can use GPS, Bluetooth, crowdsourced Wi-Fi hotspots and cellular towers, and that GPS plus cellular positioning are available on iPhone and Wi-Fi + Cellular iPad models. The app still needs location permission, and Precise Location can be a separate choice. A model name, map download or eSIM alone does not prove the required hardware and permission state.
Test the exact phone, area, mode and route before departure
Confirm the map app’s location permission and the precise-location setting when the workflow requires it. Download the intended area while connected, then enable airplane mode and keep Wi-Fi off for the test. Go outdoors where appropriate, open the saved map and verify that the phone can show a usable position without promising a particular accuracy or time to first fix.
Test a real hotel-to-station or airport-to-accommodation route, the exact walking, driving, cycling or transit mode, a saved address and one likely route change. Restart the app once. A successful blue dot or map view does not prove route calculation, search, rerouting or every stop remains inside the downloaded area.
Apply Google Maps’ exact offline boundaries
Google requires an internet connection to download an offline area and notes that downloads are unavailable in some countries or regions. Once saved, offline guidance can work only when the entire route stays inside the downloaded map. Check the area around every start, destination and likely detour rather than saving one city-centre tile and assuming a whole itinerary is covered.
Google explicitly says transit, cycling and walking directions are unavailable offline. Offline driving also lacks traffic information and alternative routes. These limits apply to Google Maps on Android and iPhone/iPad in the cited guidance; another app or a later version needs its own current test rather than inherited assumptions.
Keep Apple Maps’ offline functions separate from Google Maps
Apple documents offline maps on iOS 17 or later with downloaded place information, estimated arrival times and turn-by-turn driving, walking, cycling and transit directions. Those capabilities are materially different from Google Maps’ documented offline transport limits, so do not transfer one app’s result to the other.
Apple says offline maps are available only in select areas, occupy device storage and do not sync across devices. Check that the exact area offers a download, inspect its size, keep it updated and test it on the phone that will travel. A current Apple feature list still does not guarantee route completeness, position accuracy or emergency suitability.
Use mobile data only for a required online map task
Ordinary mobile data may help when the required app has no suitable offline mode, the route leaves the downloaded area, map information must be refreshed or a documented online task is essential. Connectivity makes an internet request possible; it does not promise that search, traffic, rerouting, sharing or any third-party service is accurate or available at that place.
Do not prescribe one map-data allowance. Downloads, live functions, images, updates and other phone activity vary. If data is needed, use device statistics as an estimate and any supplier balance as the plan record, while retaining the downloaded map as a fallback rather than assuming continuous route coverage.
Choose no plan when every essential route works offline
If the exact phone, areas, routes and required transport modes pass the offline test, navigation alone does not justify buying travel data. Existing home-plan data or dependable Wi-Fi may also already satisfy the online requirement. Record the tested fallback and recheck downloads before departure instead of buying for a problem that is already solved.
Stop before checkout when hardware or eSIM support is unresolved; the offline area or mode is unavailable; guaranteed accuracy, coverage or emergency navigation is required; or the real need is carrier calls, SMS or hotspot. Current curated cards expose none of those three services, and an internet app does not convert data-only service into them.
