The short answer
After robbery or theft abroad, move to a safe staffed place and use the locally appropriate emergency route if danger, injury or coercion continues. Do not confront, follow or publicly track a suspected offender. Identify the competent police and victim-support process for the exact country, then make a private item-by-item containment list. A police reference does not itself block a card, secure a phone, replace a passport or change a room lock. A data-only travel eSIM may support later non-critical web tasks on a separate compatible unlocked device where a listed network works; it cannot provide emergency calling, police attendance, recovery, legal advice or guaranteed reception.
Get to safety without confronting or tracking anyone
Leave the immediate place when it is safe to do so and go to a staffed transport point, accommodation desk, police facility, shop or other suitable public location. If there is continuing danger, injury, threat or coercion, use the emergency channel applicable where you are and follow local authority instructions. Do not pursue a person, arrange a private meeting, enter a property, or use a device location to confront someone. Preserve a location screenshot privately if relevant and safe, but treat it as information for the competent authority—not permission to recover property yourself. Connectivity is secondary to physical safety and an independent route to help.
Find the exact local police and victim-support route
Reporting rules, emergency thresholds, online forms, interpreter access and document formats differ by country. Ask the responsible local authority whether you should call, attend a station or use an official portal, and whether a written report or reference will be available. Record the authority name, place, date, reference and any correction process. The European e-Justice Portal explains that victim rights and assistance differ among EU states and links country factsheets; it does not turn one procedure into a worldwide rule. Do not pay an unofficial intermediary, upload identity evidence to an unverified form or assume that an internet submission has been accepted without confirmation.
Contain every missing item through its own responsible channel
Privately list the exact items, last known time and place, and any identifying reference that you already hold safely. Separate payment cards and cash, phone and accounts, passport or identity documents, keys and access passes, medicines, work equipment and other property. Use the issuer-controlled card process, manufacturer/carrier/account process and nationality-specific passport or consular process described in the dedicated guides; a general theft report does not complete those actions. Keep full card numbers, document images, passcodes, recovery codes, eSIM QR codes, hotel details and live location out of public chats and shared screens. If an item contains another person's data, follow that organisation's incident route too.
Secure accommodation, transport and the next handoff
Tell the responsible accommodation desk or host when a room key, address, access code or identifying booking paper is missing, using the original verified channel. Ask what access must be disabled or replaced; do not assume a new physical key invalidates every copy. Recheck tickets, vehicle keys, rental documents and the safe way to reach the next stop. Agree a named meeting place, local time and fallback with companions without broadcasting the accommodation address. If money, documents or a working device are unavailable, identify a trusted in-person route through the responsible provider, authority, consulate, insurer or authorised contact rather than making one newly purchased connection the only safety plan.
Preserve proportionate evidence and follow the insurer's exact process
Write a factual timeline while memory is fresh: where you were, what you observed, which items are missing, whom you notified and each reference received. Keep original receipts, booking records and permitted photographs securely, but collect no more personal information than the responsible authority or insurer requests. Read the policy for covered events, exclusions, notice deadlines, proof and required channels before sending files. A police report, upload or automated acknowledgement does not prove ownership, coverage, claim acceptance, compensation or recovery. Keep insurer administration separate from immediate safety and from each issuer, carrier, passport authority or accommodation action, and use an independent urgent route whenever one is required.
Compare data only for the non-critical remainder
After safety, official reporting, item containment, access changes and every mandatory call or in-person task are secured, list only remaining ordinary internet tasks: opening a verified portal, sending a non-urgent update or checking a revised route from a safe place. Subtract trusted Wi-Fi, working home roaming and offline files. Continue only for a separate compatible unlocked device, with every needed country explicitly listed and validity, activation and measured allowance matching the changed stay. Stop if you need emergency or police calling, carrier SMS, a local number, guaranteed signal, device recovery, identity replacement, cash, legal advice or insurer acceptance; current CheapESIM cards promise none of those outcomes.
